Seung-Woo Seo reeived the B.S. and M.S. degrees from Seoul National University, Seoul,Korea, both in electrical engineering, in 1987 and 1993, respectively. He received the Ph.D degree from the Department of Electrical and Computer Engineering ,Pensylvani
